2. I welcome this, long as it is done fairly and without bias to minorities

being that minorities are not the ones that do any of these mass shootings(or very few of them).

The NYPD is an entity in themselves, regardless of the official pecking order.
They have a bad history with minorities, so it needs to be assured this doesn't go to the wrong thing.

The mcveigh's out there can be found with good police work, much like they found OBL in his hide in plain sight hideaway. And i equate all these mass shootings as the same as the terrorist movement. Anythign to stop even one death is worth it.
