Those with the authority to rein this monster in either have a vested interest in his depredations, are too chickenshit to do anything, or, most likely, both.

(On edit) The Uniform Code of Military Justice to which you referred is quite specific regarding illegal orders. This fiasco most definitely qualifies as an illegal order. The 1968 My Lai Massacre in Viet Nam was stopped by a chopper pilot named Hugh Thompson and his crew, citing the code as justification for the intervention. At first, he apparently got into trouble for it, but a more careful review of the events showed him to be a hero, and he was vindicated. Lieutenant Calley was not so lucky.
