1. Do you really think Congressional Members wants to have a vote recorded in this situation?

Boehner is leaning on the side of Obama using his war powers because if they vote to authorize and it goes well, those voting NO will stick out and if they vote YES and it turns out badly then they will stick out. For the members in Congress who does not want any responsibility they will try to avoid.
