Thermals under everything were a grunge thing. It probably made sense in Seattle, it was a little warm for CA.
I had plaid polyester grandpa pants I cut off and wore over thermals. Army pant cut offs or cargo shorts were more typical. Some women wore them under dresses or skirts.
