The point is that, as zazen said, it was the current emperor, Tiberius, who was going to inevitably choose Caligula, to have someone even more hated than him. That doesn't fit your analogy. More than that, Caligula is the surprise choice at that stage - Castor is still alive, and Caligula has 2 older brothers alive.

So this all looked more like a chance to liken Hillary to Caligula than a meaningful analogy.
