It's just as bad as walking down the street nude. It's him using the neighbors for his own sexual gratification. If he's standing there for any length of time, it's abusive.
And no, I'm not religious and I'm no prude.
What's so hard about putting on a pair of loose shorts? But with the shorts on, he probably wouldn't get off standing in the doorway
He's doing it because he knows it's disgusting, and it's not normal.
I would keep a close eye on someone who needs to do this, when a pair of shorts are so easy to come by. If he can pay his taxes, he can buy shorts at kmart or goodwill for a few bucks.
I should be able to walk down the street without being drawn into someone's sexual compulsion.
