59. If I'm walking in my neighborhood and someone is standing

in their front yard, I, and my five year old, naturally look at them and usually wave or something. Why in the world would a man be so intent on making his neighbors either look at his genitals or purposely NOT look at him. I think it's incredibly rude. Maybe there's more to the story and this is some passive aggressive gesture for something that has happened in the past?
