...for when they have to essentially buy back a ticket from an already-seated passenger. When there were no takers for the $800 vouchers, they needed to escalate or switch to straight cash, and then go up until they had the takers they needed. Someone at the executive level limited the options for on-site employees, and did not have higher-level decision makers available 24-7 to give clearance for an unusual circumstance. (Unless they did, and actively decided to use force.)
