Or adjacent businesses like the movie theater, which also appears to be a tenant of the mall - did they get compensated for the loss of what a mall tenant can expect, ie the use of the mall to walk to the theater? Did the theater pass on any compensation in the form of money off the tickets those days?
Reading the letter itself, it seems less like they actually demanded the money, and more that they said they had to radio for approval to walk through the mall. Which would still decrease the traffic the mall's tenants received. I'd be surprised if the event was agreed to by all the tenants - an ironic claim for why they did it from the organizers:
