He obviously carries a whole load of hate in his heart, and a little more brain development ain't gonna change that. That kind of hate and violent behavior is most often taught to the person by adults around him.
He just needed a trigger event to allow him to pull the trigger.
You don't cross a state line ready for combat if the decision to commit an act of violence hasn't already been made.

Unfortunately these kinds of decisions are emotional and not rational. No amount of brain development is going to change that.
