The technical issues might be -
1.) When will the completely enrolled bill be "officially" sent to him (which I assume starts the "10 day clock" )
2.) Will either or both chambers adjourn before January 3rd if this bill isn't signed.
3.) Amendments and/or separate bills could be proffered to get a signature
Right now, there might be a day of wiggle room if the thing gets to him by tomorrow. But if he doesn't "officially" have it until Friday, then they may be SOL UNLESS they can maybe vote on some separate bill that indicates that "in the future" (maybe 1st or 2nd quarter) additional stimulus will be doled out and have him sign both. I.e., he can still sign something between now and January 3rd.
Of course the Senate GOP will have a conniption fit with more spending, but they only need a majority to get something moving in there if they can't get a unanimous consent.
