8. He hasn't "officially" vetoed it

In fact, I don't think he has even received the actual "enrolled" (final - completed/corrected/printed) version of it yet. Which means if he sits on it even after receiving it and nothing else is done between now and January 3rd, 2021, then it dies and the government shuts down along with it due to the "pocket veto" provision (automatic veto of a bill with no action and within 10 days of a Congressional adjournment).
