1 Navigate the balloon into our airspace without authorization, and 2- Think that they can get away with it.

I’m confident that our intel knows quite a bit about its purpose. If it’s shot down, does it contain an heretofore unknown virus? Oh my God! Another conspiracy theory! Mercy!
