It immunized him from criminal prosecution. But he doesn't face criminal prosecution for issuing an executive order. If that order is held to be unconstitutional or otherwise contrary to law, it can and will be enjoined by the courts.

I've noticed that a lot of folks have a very mistaken notion of what the immunity decision did, and did not, do.
