6. Why the big focus on the 'choke hold?'

It is a legal expedient to say that they violated protocol but does not homicide trump that distinction?
Does it matter what hold you used to strangle someone?

It reminds me of the Gitmo debate about putting a person who has a bug phobia in a box with a non-stinging species: with what kind of insect is it legal to drive somebody insane?
