His generals told him about troop readiness. He didn't have anyone double checking the graft of the suppliers, the generals, and all the staff down to the sergeants. They all lived by graft from the people under them. Everybody had their hands in the till leaving troops not ready for an invasion, from not enough diesel, not enough food, proper clothing, ammunition. The common soldier seemed to live for looting to see what he could send home to Russia.

From the time Putin rose to power, he promoted military who were loyal to him instead of the best commanders. These loyal commanders took their share and then some from the military budget leaving not enough to really conduct an operation that lasted more than a few months. Vlad wants to reconstruct the old Russian empire before he dies. Apparently, nobody told Putin the cupboard was bare and he didn't check. Vlad doesn't look too good right now.
