The troops he sent into Ukraine initially are reported to have no military kit except for a dress parade uniform.

Putin was putting a KGB plan into place, not a military one.

Kill all the Ukraine leaders, take over the military, communications, airstrips.
Install puppet leaders. All done in five days.

But you raise an interesting question. How much did Putin know about the corruption in his military.
Putin is very shrewd and most certainly knew his generals were living well above their pay grade.
