40. David Sanger asking about the countries that are our "friends"
who are also not democratic (China, Russia, Saudi Arabia).

Bush says or foreign policy is not "either/or". Religious freedom is a part of a wholesome society. Says he has discussed the issue of freedom with Putin.

Democracy is a work in progress...blah, blah. We didn't treat everyone equally at first. Democracy is the work of generations.

No follow up questions.
