His Presidential Daily Brief on August 9 mentioned the use of airplanes to attack buildings. He summarily informed his briefer that they covered their ass.

None of this is complicated, ironic, or surprising. GWB is telling the honest truth. He was briefed, he knew about the threat, and was not surprised when it finally happened.
