Declare the eastern parishes 'blighted', plow them under, build shopping malls and cookie-cutter suburban homes, then to keep the poor people who can't afford to come back quiet offer a 'homestead' outside of the city. Got to keep them fairly close so they can take those fabby minimum-wage jobs Bush created by destroying Davis-Bacon.

That's the real intent behind his freebie - it has nothing to do with being generous.
