Find a new place to live. The pit bulls are a danger to you and to your dog (hell, your dog can't even live with you) - the landlord tokes and chances are won't give it up just to please you. Call the cops and they find enough drugs at landlord's place and they can arrest him and begin forfeiture proceedings to take his home, your apartment included, because of the drug connection. (Don't laugh, it happens all the time.)
Best bet is to not unpack, to not settle in, to find another place for you and your pup.
The hell to the rest of it, you don't need the drama.
