2. They are hanging on to the old "collegiate" habits
of the Senate. Historically, there have been almost NO nay votes and there is the feeling that the "President should have the Cabinet he wants" on both sides of the aisle.

This doesn't take into account the scorched earth policies of the current criminal cabal. I think it's time for the "esteemed colleagues" to at least make symbolic protest against the administration's desire to legalize torture and release the President from all adherence to the law.
