Air commander should secure two air fields in stratigic locations and determine how many troops he needs to defend them and still be resupplied by air. Remove the Iraqi Army from the cities and let them train in more remote locations,

let this become a police matter. All we need from the Army is two small fast moving reactionary units, one at each air base to assist the Iraqi police.
