No Intelligence on today's London attacks?? Are we flying blind?

All day I kept thinking about the US postings around the 4th holiday and the fact that intelligence sources kept saying there were no specific threats of violence. I wasn't feeling more or less safe b/c or it, just took note of the information.

What today showed me was that our intelligence and the UK's intelligence is NO BETTER today than it was pre 9/11. Watching Fox (waiting for Wes), Klerik and Ridge both said we need to improve our intelligence, we need to be viligant on intelligence.

Then Wes reports that we are $100B short on Homeland Security, including intelligence. We aren't spending money to do something to improve our chances in the US. We don't have the money.

Apparently, London had no warning (vague conflicting stories about Scotland Yard and the Israeli warnings aside). No warning means no intelligence picked up anything. Is that because the UK is spending the money on intelligence?
