Jupiter is a bigger city, has experienced huge growth over the past couple years, and has grown quickly while managing to avoid the urban-sprawl look of most of this overdeveloped wing of the world. Anyone who can pull that off is probably a good candidate for city manager. Also, it's not as though Stanton finished dead last. For example, I know for a fact that Sunrise's city manager placed behind her, as well as several other candidates, per this story:
