The elements represent the four areas of consciousness:
body and matter(earth), emotions (water), mind and intellect (air)
and spirit and intuition (fire).

According to some karmic experts an imbalance (no planets in an element or more than three) can mean either it has been successfully developed in the past, or it is an important area to work on in this life. Which option is usually indicated in the chart. For example for a water imbalance look at the water houses, 4, 8, 12. If these houses are full of planets then there may be a need to develop the water function further. If there is a lack of planets in water signs, and the water houses are empty then it is possible the feeling function has been balanced out in the past.
