That the absense of fighting is not necessarily "peace," or does not necessarily minimize death, destruction, bloodshed in the LONG run.

In the short term, it may be the absence of fighting; but as the poster points out, if another side is amassing arsenals and power, it can sometimes be better to deal with the underlying issues ahead of time, early, including forcibly disarming them before they gain more, if necessary.
