CHICAGO, June 5 -- U.S. Secretary of Education Rod Paige and U.S. Secret Service Director Brian L. Stafford today released a new guide entitled Threat Assessment in Schools: A Guide to Managing Threatening Situations and to Creating Safe School Climates, during one of 12 regional training sessions being held across the country by the two agencies.

Maybe merging the Secret Service and the Dept. of Education makes sense. After all, the SS has always accessed risk. That's what it does.

It's also possible that the greater the militarization of the schools, the greater the backlash. There are some social program recommendations, but the greater emphasis seems to be on security.

The only reason any of this matters is the potential "fear for profit" margin. If the lobbying by security companies is too influential, other, lest profitable but more effective social solutions may be passed over.
