This whole thing can be decoded like a Beatle song:
"Short people" becomes the metaphorical, Bush-like passive-aggressive/hostile always-something-to-prove/chip on their shoulder; "enormous heads" is at once egomaniacal and self-absorbed, shoving themselves in your face. The world is run by this type, they barge in and "run" things, like their vanity project and tribute to themselves, rather than trying to make an operating democracy for the common good.
"Education has failed this type," as they have ignored it, and finally, "I give up," is a sly, backhanded reference to the famous slogan "Never Give Up," which is also disconnected.
What do I win? Two more years of Bush?
