21. Wow, that's a lot to read into what I actually posted.
Now to answer your question, no I don't, but that being said, there are departments that have a culture that makes this kind of shit easier to get away with.

I observe the differences here between city cops (not so good) and the county sheriff (better but still not great, and state police (on par with the sheriff dept.).

Like watch dogs, aggression is not a trait to be bred for.
