Clinton's budget plan helped balance the budget and bring a surplus. Gore would've continued pushing for balanced budgets each year and moving towards Clint's "Debt Free" dream. As for 9/11, well shhh could happen either with a Democrat or Republican in the White House, right? At least Gore might have not been vacationing in Tennessee unlike the vagabond Bush. Maybe Gore would've pushed the CIA further. That's just too speculative for me to tackle at this point.
