because they were unfunded and he saw them as a GOP trap.

If he were positioning himself for a corporate career, I don't think that one vote would do it in any case.

It's like when he voted against the bank regulatory reform bill because he didn't think it went far enough, that it was just a sham. Which it obviously is.
