Old news articles that are now 404 get dropped.
Old blog posts that are now 404 get dropped.
Sites that turned out to be news-spammers get dropped.
Sites that turned out to be wiki-spammers get dropped.

(The below were run with filter=1, for google savvy folks who understand the additional/supplemental/"duplicate content" filters)

Let's try an exact phrase match:
Results 1 - 10 of about 103,000 for "Bush's War"
Results 1 - 10 of about 3,580,000 for "Obama's War"

Looks to be a hot topic these days, with lots of fresh, relevant, pages mentioning the phrase.

So, let's expand the data set, with a different term, shall we?
Results 1 - 10 of about 55,500 for "Bush's Dog"
Results 1 - 10 of about 48,500 for "Obama's Dog"

Apparently, Bush's canine pets still "count" for slightly more pages, if counting SERP results matters... and that's *with* phrase quotes.

Without the phrase quotes, though, like your examples?
Results 1 - 10 of about 2,410,000 for Bush's Dog
Results 1 - 10 of about 16,300,000 for Obama's Dog

Yes, it's true, it's Obama's "war". And "dog".
