This is essentially the modern day enabling act for Trump:

That’s bad for democracy and bad for everyday Americans.”

➢ This creates slush funds for the Trump administration to reshape spending priorities, eliminate longstanding programs, pick winners and losers, and more.
➢ Failing to provide specific funding directives from Congress means the Trump administration has fewer legal constraints on what it can do.
➢ House Republicans could have addressed this glaring problem—but chose not to. Their yearlong CR includes plenty of unnecessary anomalies but doesn’t address this fundamental issue because they prefer slush funds for this administration to cut the programs it wants in order to fund Trump’s priorities instead.”

A shutdown will be painful, but you know what's more painful?
America being economically destroyed, most everyone left destitute and in misery and despair, with no hope of recovery, while the billionaires and the Christian Nationalists carve up the country to make their neo-feudalist, monarchical “Network States” and other authoritarian states while idea of the United States of America and what it stood for (freedom, liberties, pursuit of happiness) will become a faded memory, and everyone who’s not rich left with a life of destitution, powerlessness, and likely misery and despair.
Use a Government Shutdown to make the case that Trump and Musk are in the middle of an authoritarian coup and the Dems...

Trump / Musk will attempt to federalize the police forces in America
They will absorb and nationalize / federalize the police and national guards. It's part of Yarvin's plan (the philosophical leader of the technofascists, incl. Thiel, Musk, Vance), of which three of it's parts are already put in play...
I will add that I believe that this will make police answerable to Trump first, above the law.
